Purpose, from the sponsor's memo

This legislation amends the underlying chapter to permit local board of elections employees to remain on staff while running as candidates for office, provided they receive prior authorization by a majority vote of election commissioners and comply with state board rules. The bill requires such employees to be restricted from working on matters direct- ly related to elections in their candidacy jurisdiction, and allows the State Board of Elections to establish restrictions for such scenarios.

The sponsor's argument

Why Shelley Mayer says this is needed

Pursuant to Approval Memo 100 of 2024, the Executive and Legislature have reached agreement on modifications to allow board of elections employees to remain on payroll while running for office, provided they receive bipartisan authorization and are restricted from overseeing elections in their candidacy jurisdiction. These changes balance election integrity with operational flexibility for local boards facing staffing constraints.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
