The sponsor's argument

Why Leroy Comrie says this is needed

This legislation is to provide authority which the Environmental Facili- ties Corporation presently does not possess to provide, at its discretion, grants and loans to non-public entities with public water supplies for projects to remove harmful PFAS from their drinking water. Given the recently reduced allowable thresholds for PFAS, non-public entities are under enormous financial stress to comply with the more stringent standards.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
