Purpose, from the sponsor's memo

This is a chapter amendment that makes changes to the provisions of chapter 645 of the laws of 2024 to provide technical amendments to the legislation including replacing the Town name with population limiters and requiring tax exemptions applications by building owners to be submitted to the Commissioner of Taxation and Finance and filed with the Town Assessor.

The sponsor's argument

Why Anthony H. Palumbo says this is needed

This legislation is a negotiated change to the underlying chapter to substitute the town name with population limiters.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
