The sponsor's argument
The land located at 596 Manning Boulevard, Albany, New York, is vacant property owned by the People of the State of New York, acting by and through the Commissioner of Parks, Recreation and Historic Preservation of the State of New York. The transfer of this property will alleviate the need for maintenance and liability costs to the State and allow KIPP Capital Region Public Charter Schools to maintain the property, improve traffic flow, and provide increased public access to Tivoli Lake Preserve in conjunction with the City of Albany. FISCAL IMPLICATIONS FOR STATE AND LOCAL GOVERNMENT: To be determined.
This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
