The sponsor's argument

Why Cordell Cleare says this is needed

Sadly, over 300,000 New Yorkers are victims of Elder Abuse each year; And financial crimes and abuse of our Older New Yorkers continues to increase. A broad and robust public awareness campaign is warranted and this legislation provides a seven layer approach to the problem.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
