The sponsor's argument

Why Joseph A. Griffo says this is needed

Through no fault of his own, City of Rome Police Officer Scott Hoag was unable to timely file an application to participate in the special twen- ty-year retirement plan contained in section 384-d of the retirement and social security law. This bill allows Officer Hoag to participate in the retirement plan.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
