The sponsor's argument

Why Leroy Comrie says this is needed

The Department of Financial Services is tasked with playing too impor- tant of a role in our State for its dealing to be mysterious. This bill will ensure that legislators and the public are rightfully able to access data collected by the DFS regarding more than 3,000 institutions and nearly $10 trillion in assets.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
