The sponsor's argument
Why the sponsor says this is needed
Residential housing values have skyrocketed in the past several years, far outpacing the consumer price index upon which the homestead exemption adjustments are based. Housing values have shot up state-wide in New York, but especially in Western New York. This proposal brings the New York homestead exemption in line with other states. As of Febru- ary 2025, the $102,400 exemption is only the 28th highest homestead exemption among the fifty states, the District of Columbia and Puerto Rico. Eleven states have significantly increased their exemptions since 2021. With this change, the $300,000 exemption would be the 17th highest and the NYC Metro exemption of $600,000 would be the 12th highest. Addi- tionally, nine states have increased their motor vehicle exemption in the past three years, usually in connection with an increase in the homestead exemption. New York's exemption is currently the 25th highest in the nation. Eight states have set their motor vehicle exemption at $10,000, and eight others have even higher car exemptions.
