The sponsor's argument

Why Robert Jackson says this is needed

This legislation is designed to provide New York City Correction offi- cers with the same pension and retirement benefits as other municipal employees in New York State. It has long been a commonly administered benefit to allow a retirement system member who has contributed to his accumulated benefit account to access a portion of those funds which have been earned. This legislation seeks to level the playing field regarding benefits and options afforded to municipal employees.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
