The sponsor's argument

Why Jessica Scarcella-Spanton says this is needed

It is only proper that those in government help the heroes who volun- teered to serve in the military make a successful transition to civilian life and employment. Leaving military service for civilian employment can be challenging for many veterans who may have difficulty translating military qualifications, skills, and experiences when applying to civil- ian jobs. Yet, veterans have a diverse pool of skill sets that make them invaluable assets in a wide variety of fields across the public and private sectors and possess a wealth of experience that would be helpful in any employment situation, whether as a team member or in a leadership role. The legislature is aware that the current federal government has been reducing the federal workforce with a disproportionate impact on veterans. It is therefore, important that the state of New York increase its efforts to help those veterans who have recently been displaced from their careers in the federal government and help them find a path to employment and success in the state of New York.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
