The sponsor's argument

Why Jack M. Martins says this is needed

The Village of Baxter Estates is seeking to amend the Village Law and Public Officers Law regarding residency requirements for the positions of Clerk-Treasurer and Deputy Clerk due to the increasing affordability challenges facing countless New Yorkers. As living costs continue to rise, it has become more difficult for staff members to reside in the Village, limiting the Village's ability to retain dedicated employees and recruit qualified candidates. By modifying these residency require- ments, the Village would be able to support economic fairness, allowing employees to live in more affordable communities while maintaining their commitment to the Village, and expand the pool of potential candidates for future positions. This bill would ensure that the Village has the ability to attract and retain top talent.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
