The sponsor's argument

Why Jeremy Cooney says this is needed

This bill extends Article 19-B of the real property actions and proceedings law, which provides a mechanism by which a special proceed- ing may be brought to convey title to abandoned commercial and indus- trial real property to a city, town, or village. This special proceeding has been successfully used by localities statewide to reduce blight, and it should continue to exist as localities address these problems.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
