The sponsor's argument

Why Michelle Hinchey says this is needed

The Town Board of the Town of Rhinebeck adopted resolution 2025-089 on March 10, 2025 requesting that the New York State Legislature introduce and pass legislation authorizing the town to impose an occupancy tax of up to three percent.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
