The sponsor's argument

Why José M. Serrano says this is needed

New York Road Runners events bring runners from all over the world to NYC. The efforts of healthcare workers at events like the NYC Marathon help ensure that runners make it across the finish line safely. Accord- ingly, it would be advantageous to allow licensed health care profes- sionals, who are in good standing with their respective state or terri- tory, to provide services at these popular events.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
