The sponsor's argument

Why William Weber says this is needed

In August 2020, Matthew Donovan was appointed as a Patrol Officer by the Rockland County Sheriff. Though paperwork to reassign him from the 89P plan to the 553B plan was prepared and filed, it was not effectuated. This bill would allow the county to grant membership in the plan to him.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
