The sponsor's argument

Why Jeremy Cooney says this is needed

This bill creates greater specificity surrounding financial calculations around the interest rates, and bond debts and refunds involved in any projects authorized pursuant to the city of Rochester and the board of education of the city school district for the Rochester Schools Modern- ization Program Act. These clarifications provide greater accuracy in accounting, and ensure that savings are directed back into eligible projects to create the greatest benefit for the students and faculty of Rochester City Schools.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
