The sponsor's argument

Why April Baskin says this is needed

This bill is needed to extend the law that allows state agencies to exceed standard contract value limits when responding to emergencies, such as major infrastructure failures, severe weather events, or urgent supply needs. These provisions ensure agencies can act quickly to protect public safety, maintain essential services, and prevent further harm or disruption. Without this extension, the authority would expire, potentially slowing emergency response and putting communities at risk.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
