The sponsor's argument

Why April Baskin says this is needed

Frequently, businesses within the State buy goods and services from companies outside of their community when the same goods and services are available locally at competitive rates. A public awareness campaign will help spur economic development by providing useful information including a directory exclusively for New York's businesses and detailed information on the products and services they provide. The campaign will also promote local businesses, create a place' for businesses to network, generate sales of New York State products, and create more tax revenue for our State.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
