The sponsor's argument

Why Toby Ann Stavisky says this is needed

Chapter 20 of the Laws of 1998 authorized physical therapy assistants to provide services in primary and secondary schools without direct on-site supervision by a physical therapist. There continues to be a demand for these services in these settings across the state. This legislation will ensure the continuity of these services for an additional five years.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
