The sponsor's argument
Following St. Christopher's, Inc. 's (St. Christopher's) Chapter 11 bankruptcy filing in April 2024, the New York State Legislature passed a law allowing the Greenburgh North Castle Union Free School District (GNC) to operate while affiliated with any child care institution other than St. Christopher's for the 2024-2025 school year. That law ensured that 55 severely disabled children and young adults, previously in resi- dence at St. Christopher's Residential Treatment Center, continued receiving the support they require and are legally entitled to, instead of returning to homes ill-equipped to address their needs. During the 2024-2025 school year, GNC determined that, moving forward, an affiliation with Rising Ground, Inc. would help GNC provide the best services to its students and help GNC maintain its solid financial posi- tion. GNC found Rising Ground's staff to be genuine, caring, responsive, competent and collaborative. GNC believes that its students who require residential care have benefited in so many ways from the medical, psychological and residential treatment provided by RG staff. This bill authorizes the partnership between GNC and Rising Ground, Inc. and extends GNC's classification as a separate union free school district in perpetuity.
This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
