The sponsor's argument

Why Pete Harckham says this is needed

This bill was introduced at the request of the Rockland County legisla- ture. As Rockland County continues to face increased competition from surrounding job markets, the county recognizes the need to expand the area in which attorneys may reside to increase the applicant pool. This bill would provide the county more flexibility to hire attorneys from the surrounding area.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
