The sponsor's argument

Why Mark Walczyk says this is needed

The town of Webb has requested this legislation. Mr. Terpening is currently a part time police officer in the town of Webb, but would like to become full time. He is currently over the statutory age to become a full time officer, so this bill grants him an exception to take the civil service test and become full time.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
