The sponsor's argument

Why James Sanders Jr. says this is needed

In certain instances, empire state development corporation minority and women-owned business enterprises (MWBEs) may need assistance complying with requirements outlined for contractors. This bill would ensure MWBE programs retain consulting firms to avoid the possibility of violations and maintain compliance outlined in program requirements. Such measures will further the integrity of MWBEs.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
