The sponsor's argument

Why Pete Harckham says this is needed

This legislation facilitates the transfer of underutilized state proper- ty to a nonprofit organization providing essential services for adults with disabilities. The Arc Westchester New York plans to use the site for a group home, enhancing the availability of supportive residential services in the region. The bill ensures that the land remains dedicated to public benefit use by including a reversion clause, safeguarding state interests if the intended purpose is no longer fulfilled. Group homes are a critical component of the continuum of Care tor indi- viduals with disabilities, offering a stable and inclusive living envi- ronment. This transfer supports the state's goals of community inte- gration and accessible care, without requiring substantial fiscal investment from the state.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
