The sponsor's argument

Why Dan Stec says this is needed

This legislation would permit the State Liquor Authority to license a proposed liquor store within the city of Glens Falls. The would-be store's location, as measured by the SLA, is 196 feet from a place of worship.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
