The sponsor's argument
The Long Beach City School District has reached its constitutional tax limit so that these payments have now become crucial to its fiscal wellbeing. Similar bills extending this legislation have been passed and signed into law on five prior occasions (1975-80, 1980-85, 1985-90, 1990-95, 1995-2000, 2000-2005, 2005-2010, 2010-2015, 2015-2020, 2020-2025.)
This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
