The sponsor's argument

Why James Skoufis says this is needed

This legislation would authorize the New York State Liquor Authority to grant 24-hour on-premises liquor licenses in certain qualified counties. It ensures that such licenses are issued only in compliance with exist- ing distance and saturation regulations set forth in the Alcoholic Beverage Control Law, maintaining the integrity of local communities while expanding licensing flexibility.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
