The sponsor's argument

Why Michael Gianaris says this is needed

Section 64 of New York State's Alcoholic Beverage Control law generally prohibits retail licenses for on-premises consumption within 200 feet of a place of worship, but also provides multiple exemptions to this rule. This legislation would allow Belo, a restaurant in Sunnyside, Queens, to apply for an on-premise liquor license from the New York State Liquor Authority. In this case, the place of worship located within 200 feet of Belo recognizes the restaurant as a valued member of its neighborhood and supports its application for a liquor license.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
