The sponsor's argument

Why Robert Jackson says this is needed

Enactment of this bill is necessary to implement the terms of a collec- tive bargaining agreement negotiated between the Executive Branch of the State of New York and the employee organization representing members of the BCI unit. Such agreement is for the period April 1, 2023 to March 31, 2026. In accordance with Article 14 of the Civil Service Law, the Agreement is binding on all parties to it. This bill incorporates the terms of that Agreement related to salary increases and benefit modifi- cations and appropriates funds necessary to pay for it, in accordance with the State's obligations. BUDGET IMPLICATION: This bill would provide appropriations totaling approximately $44 million to pay for the cost of the Agreement during the period April 1, 2023 to March 31, 2026.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
