The sponsor's argument

Why Lea Webb says this is needed

This bill would require the Division of Minority and Women's Business Development to report on their contracts in a more detailed manner, which would allow data to be sorted and reviewed more substantively. More information will also be required regarding the certifications and recertification, including the basis for any denials and the average length of time to determine a denial. This expansion of data requirements disaggregated by minority group and gender will help to ensure a comprehensive analysis of the division's data and improve the functionality of the program.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
