The sponsor's argument
Article 25 of the New York State Arts & Cultural Affairs Law has been historically subject to constant renewal and evolution by the Legisla- ture. This bill once again extends this Law by a year to ensure the continued working of the market while the Legislature considers addi- tional measures to improve the working of the market for consumers.
This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
