The sponsor's argument

Why José M. Serrano says this is needed

The Empire State Games are a storied part of New York's history, dating back to their inception in 1978. The games helped establish New York as a global sporting destination and served as a major economic driver for the communities that hosted the events. Unfortunately, the Empire State Summer Games have not been held in full since 2010. This bill will exam- ine the state's economic landscape and report on the possibility of restoration of the summer games, and examine the potential economic impact of such an endeavor.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
