The sponsor's argument

Why Michael Gianaris says this is needed

The rulemaking process is a cornerstone of transparent and responsive governance. Chapter 801 of the Laws of 2021 introduced meaningful reforms to the State Administrative Procedure Act by mandating public hearings on proposed rules in specific circumstances, such as when a certain number of public comments are received, thereby increasing government transparency, civic engagement, and trust in state insti- tutions. These requirements ensure that agency rulemaking is informed by those it affects most: New York's residents, businesses, and advocacy communi- ties. Extending the effectiveness of these provisions until 2027 allows the Legislature to continue evaluating their impact while maintaining a commitment to open and participatory rulemaking.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
