The sponsor's argument

Why Luis R. Sepúlveda says this is needed

The Coordinated Construction Act for Lower Manhattan was a response to the damage suffered by Lower Manhattan from the 2001 attack on the World Trade Center and aimed to assist in reconstruction efforts. New York City has requested this authorization continue.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
