The sponsor's argument

Why Liz Krueger says this is needed

Under existing law, the "100-foot rule" provides new gas extensions to new customers within 100 ft of the gas system and requires other custom- ers to pay the cost. This costs gas ratepayers hundreds of millions of dollars each year. Ending this rule does not prevent new customers from hooking up to the gas system. It simply means existing gas customers will not be forced to subsidize the costs of the hookup through increases to their energy bills. Instead, new customers will be required to cover the cost of a gas hookup themselves.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
