The sponsor's argument

Why Lea Webb says this is needed

Central NY Regional Transportation Authority ("CENTRO") is the public transportation provider for the counties of Onondaga, Oswego, Cayuga and Oneida counties and recently expanded to include Cortland County as its 5th member. To account for this expansion CENTRO requested this change in its enabling legislation. Expanding the board from 12 to 13 members provides CENTRO with the necessary room to allow for representation from Cortland County.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
