The sponsor's argument

Why Robert Rolison says this is needed

These tax and surcharge holidays would provide significant and immediate financial relief to utility ratepayers who are currently experiencing skyrocketing utility bills. Government charges, such as taxes and surcharges, account for around 20% of the utility bill.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
