The sponsor's argument

Why Cordell Cleare says this is needed

As of August 6th, 2025 3 people have died and 70 have been seriously harmed by an outbreak of Legionnaires Disease in Harlem, that originated in Cooling Towers, which it is predisposed to do. Given the number of outbreaks over the years, further regulations and inspections are warranted. This legislation takes five meaningful measures to stop the spread and instance of legionnaires.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
