The sponsor's argument

Why Dan Stec says this is needed

In August, the Essex County Board of Supervisors passed a resolution seeking this change to the tax law. The bill would grant the county board greater flexibility to manage the use of its hotel tax for the purpose of tourism promotion and develop- ment. Further, county officials have expressed concerns that the existing law violates state and local procurement laws.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
