The sponsor's argument

Why Zellnor Myrie says this is needed

When a foreclosed property is sold at auction, lienholders and court-ap- pointed referees help the court determine the amount of debt or surplus, if any, that remains after the sale. This bill creates a more transpar- ent process for the computation of these amounts, ensuring consistency for plaintiffs and defendants in foreclosure proceedings.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
