The sponsor's argument

Why Jessica Ramos says this is needed

The use of anti-aging skin care products has increased among minors, driven in part by social media trends, misinformation about skin care needs, and aggressive marketing of products intended for adult skin. These ingredients, while beneficial for certain dermatological purposes, can cause skin irritation, increased sun sensitivity, chemical burns, and long-term damage when used improperly or when applied to developing adolescent skin. This legislation ensures that consumers are better informed by requiring straightforward, visible warnings. By promoting awareness and encourag- ing consultation with healthcare professionals, this bill advances consumer protection without restricting access to products.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
