The sponsor's argument

Why Nathalia Fernandez says this is needed

The monies in the NYS Drug Treatment and Public Education Fund support substance use disorder treatment and drug education programs for youth and adults, emphasizing culturally and gender competent, trauma-in- formed, evidence-informed programs that offer a continuum of care. This bill explicitly extends the types of services that can be funded to include prevention, drug user health, and recovery programs, which are a proven part of the continuum of care. The bill also increases transpar- ency around the monies in the Fund and how they are disbursed.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
