Purpose, from the sponsor's memo

That legislation requires that, within the City of New York, where a investigation indicates a serious health threat-such as Legionnaire's Disease-timely notification be given to all potentially affected resi- dents within 24 hours, including all adjacent buildings that share the same underlying water system.

The sponsor's argument

Why Cordell Cleare says this is needed

Sadly, Legionella cases continue to persist in New York city and else- where, even in colder months. Our laws do not mandate timely notifica- tion of the potentially affected community, and this leads to rumor, chaos and fear. Timely notification, from governmental sources can quell situations and allow people to prepare and take preventive measures.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
