The sponsor's argument

Why Cordell Cleare says this is needed

One of the top needs for Older New Yorkers throughout New York State is transportation, including for medical, social and wellness purposes. It is high time to update the Elder Law to recognize this reality.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
