The sponsor's argument

Why Patricia Fahy says this is needed

This legislation comes at the request of the Montgomery County Legisla- ture. The county has struggled to fill these necessary and important positions; allowing individuals from adjoining counties to serve would ensure the effective administration of the Montgomery County Sheriff's Office. Due to the rural nature of Montgomery County and its adjoining counties, allowing individuals residing in counties within a 50-mile radius, which are enumerated in this legislation, to serve as deputy sheriffs in the County is prudent.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
