The sponsor's argument

Why Patricia Fahy says this is needed

This legislation comes at the request of the Montgomery County Legisla- ture. The county has struggled to fill these necessary and important positions; allowing individuals from nearby counties to serve would ensure the effective administration of the Montgomery County Correction- al Facility.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
