The sponsor's argument

Why Cordell Cleare says this is needed

Sadly, over 300,000 New Yorkers are victims of elder abuse each year; owing to the fact that the abuse can be physical, mental, financial, sexual or neglect. A unified approach to deal with the issue is best, thus the creation of an overarching Interagency Elder Justice Task Force is warranted.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
