The sponsor's argument

Why Cordell Cleare says this is needed

The EPIC program helps more than 325,000 income-eligible seniors aged 65 and older receive affordable prescription medication in New York State. However, in the past few years, there have been numerous changes to EPIC. This report will assist in identifying trends in utilization and encourage analyses of the data compiled in the report.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
