Purpose, from the sponsor's memo

This legislation amends the underlying chapter by changing the require- ment for law enforcement to collect evidence from the hospital within 48 hours of permission by the survivor to within 48 hours of notice by the hospital. It also increases the number of days law enforcement has to collect evidence from seven to ten days from notice by the hospital. The bill also broadens the definition of unreported evidence kits to be collected and stored by the Office of Victim Services. The chapter amendment also changes the effective date from immediately to six months.

Why Andrew Gounardes says this is needed

This legislation is a negotiated change to the underlying chapter.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
