The sponsor's argument

Why Monica Martinez says this is needed

Trooper Arthur B. Reddy, along with his partner Trooper Gerard B. Kane died instantly on November 15, 1937 when their automobile struck a tree while responding to a report of criminal mischief to equipment used to build the Parkway system on Long Island. Their car left a dirt road adjacent to Deer Park Avenue in the Town of Babylon. This legislation is to pay tribute to Trooper Arthur B. Reddy for his honorable and heroic service.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
